The first step is to choose the right kind of paper. For purely decorative cones, you'll want to use printer paper, which offers a wide range of colour options and is easily reprintable. If you're planning to bake with your cone, then parchment paper will be your best bet - it's thinner and has the benefit of being easy to cut a funnel hole into.
Next, you'll need to draw the outline of your cone shape. It's a simple process. Start by drawing out a large triangle on your paper, with one long side and two shorter sides of equal length.
When you're happy with your lines, take your pencil and mark the centre point of the triangle. If you're not sure where the centre is, you can use a compass protractor to pinpoint it for you.
Once you've marked the centre, roll the far corners of your paper into the middle to make a general cone shape. Be careful to not over-roll the corner folds, as this will make your cone uneven.
