The fort was established on the Texas border in 1849, just across the Rio Grande from Piedras Negras, Coahuila de Zaragoza, Mexico. It was a crossing point for trappers, traders, and frontiersmen.

Originally called El Paso de Aguila, the settlement was laid out opposite the mouth of the Mexican Rio Escondido and beside an old smuggler's trail. As Anglo settlers arrived, the name changed to Eagle Pass.

The military post was a major supply center during the War Between the States. Its proximity to the Camino Real - the main north-south route between Mexico and Texas for 200 years - allowed trade to flourish.
